School Board to Discuss Act 1 Index Tonight

The Council Rock School Board meeting starts at 7:30 p.m. at the Chancellor Center.

The Council Rock School Board will discuss the Act 1 Index at its meeting tonight. The Act 1 index is the limit a school district is permitted by state law to raise taxes. The index for this budget year is 1.7 percent, as determined by the Pennsylvania Department of Education. According to the agenda, Robert Reinhart is expected to recommend that the Council Rock School District limit taxation to a 1.7 percent increase or lower, which is compliant with the Act 1 Index. Thomas Elected as Council Rock School Board President

Wendi Thomas, formerly the vice president, will now serve as the board's president.

The Council Rock School Board on Thursday selected Wendi Thomas to serve as president for the coming year. Thomas, a Northampton Township resident, was formerly the vice president of the board. Her term ends in 2015. The vote to appoint Thomas as president was 8-1, with Bernadette Heenan voting no. Thomas replaces Kyle McKessy, who was elected as board vice president.

School Board Updates Policy Regarding Guns at Meetings

At Thursday night's meeting, the school board voted to update a policy regarding meetings at the Chancellor Center.

After discussing the lack of language restricting anyone from bringing a gun to the Chancellor Center, where board meetings are held, the Council Rock School Board voted to update local board procedures regarding meetings. However the new language does not specifically mention guns. "I want the public to be clear. It is against the law to carry guns in our buildings," board member Patricia Sexton said. "That is what our solicitor tells us."  Though the language has been altered to clarify that the Chancellor Center is "a building of the Council Rock School District, [and] is covered by and subject to state laws generally applicable to the grounds and buildings of public school districts," it does not specifically mention banning weapons. …

School District Extends Tax Deadline

The collection deadline has been extended from Oct. 31 to Nov. 7.

The Council Rock School Board has extended the deadline for real estate, per capita and occupational assessment taxes because of complications caused by Hurricane Sandy. The collection deadline has been extended from Oct. 31 to Nov. 7. Board President Kyle McKessy said the decision to extend the deadline was due to the damages incurred and the disruption of business as a result of this week's storm, which closed school for four days and has left some still without power. The elected tax collectors in each of the district's municipalities have been authorized by the board to accept payments at the base amount until Nov. 7.

School Board Meeting to go on as Planned

The Council Rock School Board will meet tonight at 7:30 p.m.

Despite the fact that school is closed today, the Council Rock School Board will meet tonight for its regular meeting. The meeting will be held at the Chancellor Center beginning at 7:30 p.m. Click here to view the agenda. Schools have been closed since Monday because Hurricane Sandy wiped out power at many schools throughout the district. As of 12:45 p.m. Thursday, a decision regarding school on Friday has not been made.

Guns on School Grounds Continues to be Hot Topic

The Council Rock School Board is at odds regarding an amendment to district policy that would restrict guns at the Chancellor Center.

The Council Rock School Board continues to be at odds about the issue of guns and their appropriateness on district-owned property. The topic again dominated the Council Rock School Board meeting, the latest of which was Thursday. The discussion was a continuation from the last board meeting, in which some board members strongly urged clarifying district policy to restrict guns at the Chancellor Center.  In the end, the board decided not to take action to amend district policy because of the possibility of infringing on the public’s second amendment right to bear arms. School Board to Clarify Policy to Ban Guns at Meetings

“For the last year, I have felt unsafe sitting at this dais,” Council Rock School Board member Bernadette Heenan said Thursday.

The Council Rock School Board will review district policy to include language that restricts anyone from bringing a gun to the Chancellor Center, where the board meetings are held. Guns are already prohibited at district schools. However, some board members said they felt it should be clear that firearms are also not permitted at the Chancellor Center, a district-owned property.
