Three Council Rock Schools Fail to Meet Federal Standards

In a PA Department of Education report, three of 15 Council Rock schools didn't meet federal standards.

Both Council Rock high schools and one elementary school did not meet federal criteria for Adequate Yearly Progress (AYP), as defined by the No Child Left Behind Act (NCLB).

Council Rock South, Council Rock North and Churchville Elementary all did not meet the measure for special needs classes.

"We continue to look at state testing as one of a variety of measures we use to measure growth and progress," Superintendent Mark Klein wrote in a statement. "For students with special needs, we most specifically look at their Individualized Education Program (IEP) as the most important indicator of progress."

Though Pennsylvania may soon be able to opt out of the NCLB, the 2011 Pennsylvania System of School Assessments (PSSA) results serve as the main factor in determining a school's AYP score, which is determined by performance, attendance/graduation and participation.

Performance targets for AYP increased this year from 56 percent to 67 percent in math, and 63 percent to 72 percent in reading, according to a press release.

Also, each individual subgroup must reach the 67 and 72 percent markers or the school receives a warning.
