On arrival they found that a vehicle traveling north on Buck Road and continuing straight onto Holland Road had been struck by a vehicle being driven southbound on Buck Road that had disregarded a steady red traffic signal. The striking vehicle did not stop and continued south. A short while later an officer spotted the striking vehicle traveling north on Bustleton Pike and was able to stop it on Tanyard Road by Windrose Drive. The driver was identified as Ruslan Chichkin, 21, of Richboro. Officers' observations of Chichkin led to his being taken into custody on suspicion of having been driving while under the influence. He refused to submit to the drawing of samples of his blood and/or urine. Chichkin was processed at NTPD headquarters then released to a family member. Charges relating to DUI and Hit and Run will be filed. A passenger in the vehicle, Lawrence Kras, 20, of Holland was also found to have been drinking and will be cited for the liquor law violation.
