Why would a teen be cited for "driving vehicle at safe speed.". Not only is it supposed to be driving at an unsafe speed, but driving "a" vehicle at an unsafe speed.

In the last paragraph, I was listing the actual part of the PA Vehicle Code that he was cited for violating - which is "3361 - Driving Vehicle at a Safe Speed" - per the vehicle code. http://www.dmv.state.pa.us/vehicle_code/index.shtml
